MobileDictionaryService
MobileDictionaryService provides operations for retrieving markets that support Mobile Sponsored Search advertising and
the list of mobile carriers supported for a given market.

getMobileCarriers
Returns the list of mobile carriers supported for the given market. Returns null if the market does not support Mobile Sponsored Search advertising.
